On-Bill Financing

  • Program Name: Small Business Illinois On-Bill Energy Efficiency Loan Program
  • Administrator: Slipstream Energy Finance Solutions
  • Program Summary: ComEd and Nicor Gas customers are eligible to receive loans up to $150,000 for energy efficiency projects in their buildings. The loan is repaid through an additional charge on the customer’s utility bill. Loans can be paid over 1-10 years with a fixed interest rate. There is no penalty for early payment.

  • Applicable building size: Must have peak demand under 400 kW
  • Ownership/organization type: Small businesses, multi-family housing, and mixed-use properties
  • Eligible projects: Building envelope, HVAC, lighting, refrigeration systems, compressed air systems

  • Funding: Loans range from $500–$150,000
  • Process:
  • Complete a commercial credit application.
  • Find an approved contractor.
  • Loan will be accepted or not, based on credit application. Note that submitting a credit application does not lock you into a loan or contractor agreement.

  • Advantages: This program is open to businesses renting/leasing a space, so long as the utility account is in the name of the business entity owner.
  • Disadvantages: Loan amounts will vary based on your location and utility, businesses must use a Slipstream EFS-approved contractor.
