BECHMARKING REQUIREMENTS

The City of Chicago’s Energy and Water Benchmarking Ordinance was passed in 2013. Each year, the City of Chicago collects and publishes detailed energy performance data from the largest buildings in the city. The benchmarking instructions and guidance materials are available on the Chicago City website.  


Who is required to do this? 

Owners of existing commercial, institutional, and residential buildings larger than 50,000 sq. ft. are required to annually benchmark their energy efficiency and report the results for public disclosure. 

 

How do you do this? 

Building owners are required to track the energy and water usage for their building(s) using the US EPA’s ENERGY STAR® Portfolio Manager and report that data to the City on an annual basis by June 1st. 

 


What is the process? 

 

Step 1.Create an account (or use an existing account) through ENERGY STAR® Portfolio Manager and set up the property in Portfolio Manager. 


Step 2. Identify the data necessary for benchmarking including Property Information (primary use, square footage, year built) and Property Use Details (which depends on property type). 


Step 3.Identify your Chicago Energy Benchmarking ID number, which is found on the notification letter and/or email, or found in the most recent Covered Buildings List. 


Step 4. Collect the necessary data including: 

Monthly, whole-building energy use data is required for all fuel types for the 12 months of the previous calendar year from ComEd Energy Usage Data System (EUDS) and Peoples Gas Building Aggregation or; 

Energy usage data for all energy meters in the building for January 1 through December 31 or; 

Request tenant energy data in rare cases when other sources of whole-building energy data are unavailable. 


Step 5. Verify energy and building data (every three years) with a professional recognized by the City and complete verification section on ENERGY STAR® Portfolio Manager. Find professionals able to verify through the find a benchmarking service provider page, or see if you’re eligible for pro-bono data verification support


Step 6. Submit energy and building data to the City through ENERGY STAR Portfolio Manager. Find the newest annual benchmarking reporting URL to submit and comply on the Chicago benchmarking page.
